A fixed fee is charged for the program. Tuition and fees cover the costs of in-state tuition, text books, parking, as well as airfare and lodging during the Washington, D.C. component. Total tuition and fees for resident students beginning Fall Semester 2007 is $22,928.08 (six equal payments of $3,821.35) beginning Fall Semester 2007 and continuing each semester through Summer Semester 2009.  Program staff register Executive MPA students, order and deliver texts to class, and provide other services.

SCHOLARSHIPS
**All applicants must include a completed application with their scholarship material--incomplete applications will not be reviewed. Please fill out the application, and list all scholarships for which you are applying. Transcripts do not need to be official (from registrar's office)--they can be printed from your Campus Information System log in. Scholarship recipients will be notified March 31 and announced at the Pi Alpha Alpha banquet on April 25.**

Thomas H. and Chiyo H. Morita Scholarship

This award is for current MPA Students only. This Scholarship is named in honor of the donor's parents, who were forcibly removed from their homes and relocated to concentration camps in Delta, Utah and Minidoka, Idaho. The internment precluded them from obtaining a college education.  This injustice did not make them bitter, but inspired them to educate their child that justice and freedom are protected by the Constitution. In appreciation for the extraordinary commitment and efforts of her parents, Renee Morita has endowed this scholarship in their name and memory. 

The Morita scholarship awards a minimum of $1,000 and is available for Evening and Executive MPA students. An amount closer to $5,000 is likely this year.  Any MPA student who is fully admitted to the MPA Program is eligible to apply.  "Demonstrated academic excellence" is the primary criterion for selecting a recipient.  Asian-American or other ethnic underrepresented student applicants may be given preference in the selection process.  The funds will be awarded in December 2008, conditional upon successful completion of Fall Semester 2008 coursework. Applicants should submit a letter stating why they should be awarded the scholarship, focusing on academic success and financial need. Along with the letter, applicants should submit a resume and transcripts. Letters of reference are optional, but welcome. All materials are due to the MPA Office by March 14, 2008.

Homer Durham Scholarship

This award is for current MPA Students only. G. Homer Durham was a distinguished teacher, scholar, and administrator in higher education.  To an extraordinary extent he was an administrative pioneer.  Among other things, he was first Chair of the Political Science Department and first Academic Vice President at The University of Utah; President of Arizona State University, soon after its transition from a college to a university; and first commissioner of Higher Education for the State of Utah.  He also served a term as President of the American Society of Public Administration (ASPA).

The Durham Scholarship awards a minimum of $1,000 and is available to all students fully admitted to the MPA program and enrolled in at least 12 units over the full academic year.  Eligibility applies to both Evening and Executive MPA students.  The selection process will be based on academic achievement, capability and professional potential.  The recipient will be selected and notified by March 31, 2008 and announced publicly at the Pi Alpha Alpha Spring Banquet in April.  Students should submit a letter of application which summarizes their academic and professional qualifications for the scholarship, transcripts and three letters of reference (at least one from a graduate instructor) to the MPA Office by March 14, 2008. 

Utah City Managers Association Scholarship

The UCMA sponsors offers $1,000 scholarships for MPA students.  Two scholarships are awarded to U of U MPA students and two more to BYU students.  The winners of the UCMA Scholarship are expected to attend the UCMA annual Conference in April (April 7, 8, 9 this year), where they will participate in a contest involving case analyses. The contest winners receive "The Challenge Cup" trophy for their MPA program, and are awarded their scholarships at the conference. U of U MPA recipients are also recognized at the U of U Spring Pi Alpha Alpha Banquet for their achievement. This contest began in 2006, with U of U students winning the Challenge Cup in both years. A stipend for travel expenses will be provided.  Conditions for the scholarship are as follows:
The MPA Director will send a letter to the UCMA recommending two students for the scholarship. Applicants must write a letter to the MPA Director expressing their interest in the scholarship, and describing their interest in city management. Evidence of such commitment may include any prior work experience, extra-curricular/association activities related to local government, and academic study of local government processes and issues.  Students must have completed a minimum of nine semester hours of MPA coursework to be eligible for the scholarship.  Each applicant's undergraduate and graduate academic record will also be used as a factor in the Scholarship Committee's determination of a suitable candidate. The letter of application and resume are due to the MPA Office by March 1, 2008.

Dalmas Nelson Best Paper Award

The Dalmas Nelson Paper Award is available to current students or recent graduates of the MPA program at the University of Utah.  This award recognizes the importance of clear written communication by public administrators.  The major criteria for judging submissions are: the clarity of expression, relevance to Public Administration, innovativeness, originality, and academic quality.  The papers may be term papers, research projects (including MRPs), memoranda, policy papers, and theses.  The award includes a small grant of money and the inclusion of the winner's name on a memorial plaque displayed in the Center for Public Policy and Administration.  Each student may submit one paper for consideration and should forward it by March 14th, 2008 to the MPA office.

The J. Steven Ott/Laurie DiPadova Nonprofit Scholarship
The scholarship is given in honor of Dean Ott for his scholarly contributions and leadership in the nonprofit field, and in honor Laurie DiPadova who did much to advance service-learning and nonprofit education at the U of U before leaving in 2003. The scholarship is in recognition of the large number of nonprofit students enrolled in the MPA Program, and of the growing significance of nonprofits in public affairs generally.  This year, the scholarship will be awarded to three students in the amount of $1800 each. Applicants must provide a letter explaining their interest and experience (if any) in nonprofit administration, a transcript and a resume. The scholarship will be awarded based on the quality of the letter, undergraduate and graduate GPAs, entrance examination scores, and any other evidence of academic achievement (such as a letter of reference from a professor) that applicants wish to provide. Submit all application materials to the MPA Office by March 14, 2008.

The MPA Program Scholarship
The MPA Program sponsors this scholarship in honor of Ralph Mecham and Paul Hammond. Mecham graduated from the U. MPA Program before earning a JD from George Washington University. He has served in numerous public roles, ranging from work with the Four Corners Regional Economic Development Commission to serving as the director of the Administrative Office of the United States Courts. Hammond recently retired as a professor of public affairs at the University of Pittsburgh. The distinguished professor currently resides in Salt Lake City. This scholarship recognizes students who have made significant contributions to the program in terms of (1) high-quality scholarship, and (2) citizenship in the program, i.e., actively planning and participating in significant program events and activities. This year, the scholarship will be awarded to one student in the amount of $1650. Applicants must submit a letter providing evidence of their academic merit and their participation in MPA program activities, transcripts (unofficial copies are acceptable), a resume, and any other relevant evidence (such as a letter of reference from a professor) that applicants wish to provide. Submit all application materials to the MPA Office by March 14, 2008.

The Garth Jones MPA Joint Programs Scholarship
This scholarship is given in honor of Garth Jones, a graduate of the University of Utah and Professor Emeritus of the University of Alaska. Dr. Jones has been a long-time supporter of the U of U MPA Program, raising significant funding for the G. Homer Durham and other scholarships. This scholarship is awarded to students who have enrolled in one of our many joint degree programs (JD, MSW, MHA, ELP, etc.). The scholarship is based on a combination of academic merit, need, and professional potential. This year, the scholarship will be awarded to one student in the amount of $1650. Applicants must submit a letter providing evidence of their academic merit, need, and professional development, along with transcripts, a resume, and any other relevant evidence (such as a letter of reference from a professor) applicants wish to provide. Submit all application materials to the MPA Office by March 14, 2008.

The Hinckley Institute of Politics offers two scholarships annually for graduate students who seek careers or professional involvement in government or politics.  The 2008-09 awards will be for one academic year of graduate study at the University of Utah. Applications, information files, and letters of recommendation must be submitted to the Hinckley Institute by March 7, 2008. Zions Bank Founders Scholarship
The Zions Bank Founders Scholarship is to be awarded to a student/s in the Master of Public Administration Program at the University of Utah in honor of Michael O. Leavitt. The scholarship is intended for in-state resident students only. It will be awarded annually in an amount sufficient to cover full tuition and fees for one academic year. Scholarship recipients will be eligible to apply for a second year of funding, but will compete with new applicants for renewed funding.  

Applications will be judged on three factors: (1) academic performance (undergraduate and/or graduate), (2) financial need, and (3) demonstrated community/public service. There are no weightings or priorities among the three factors. Applicants need submit a letter outlining the three criteria by March 14, 2008 the MPA Office.
